A good question for Rand Paul to ask: let's say, "hypothetically," they could have drone-striked Bradley Manning's house moments before he downloaded and prepared to leak to the press the classified documents he obtained. Would the AG have considered that an imminent threat, an appropriate use of Executive Authority?
