It was likely because of his, and his country's, anti-Zionist leanings. One of Madoff's big selling points was his support of the cause, and the chosen people whom God would obviously favor through consistently market defying rates of return.

There's a saying among investment lawyers. "God means fraud." Anti-Zionists also understand this. Americans seem not to since our military and tax dollars are still spent to do God's work.
