I cut and pasted this from the SOS LA

Early Voting
Voters who want to vote early for any election may do so in person at local Registrar of Voters offices from 14 days to seven days prior to any scheduled election from 8:30 a.m. to 4:30 p.m.

If they could vote early why then would they need to delay the caucus when this extra voting time is alloted?

the early voting is for the 9Feb Primary, not the Caucus. Also, the Caucus was run by the LAGOP; whereas, the Primary will be run by the Secretary of State and the State of Louisiana.
does that answer your question?

So what is the import of the caucus?
