I'd say it is a tie between Ron Paul and McCain. Clinton is now against the war, yet she voted for the war. Obama was a State Senator, so we have absolutely no clue who how he would have voted, other than his word. The dropped candidates either weren't in the Congress to vote for it, or have switched their positions.
