They have a private security company in mind that they feel is better service for better price. They don't want taxpayer funded protection. She also wrote that Rand had suggested they take the secret service money and then use it to buy gold, then sell the gold and return the money to the treasury having made a profit.

Why not private security? I actually believe that Paul is the only presidential candidate that could actually raise an army if he requested.

If he is getting paid only $40k, how is he going to pay for it? From his savings? Paying for security would eat up his savings VERY quickly.
