Refer your friend to this nice, short and sweet video of Michael Scheuer speaking on why they attack us. There are several books out there as well, but this video is only a couple of minutes long and sums up the case for Ron's foreign policy.

I definitely recommend Marching Towards Hel by Michael Sheuer. The trick is just knowing history. Any argument about "terrorists" is always predated by something the US did overseas. I think Americans are more openminded these days and less likely to get caught up in the Bush "let freedom ring" hoopla.
