What was in the 28 redacted pages of the "Joint Inquiry into Intelligence Community Activities Before and After the Terrorist Attacks of September 11, 2001" report?

Some thirteen years after the event, the shadow of the 9/11 terrorist attacks on the World Trade Center in Manhattan and the Pentagon still darkens our world. The legacy of that terrible day has impacted not only our foreign policy, bequeathing to a new generation an apparently endless "war on terrorism," it also has led directly to what is arguably the most massive assault on our civil liberties since the Alien and Sedition Acts. Getting all the information about what happened that day – and why it happened – is key to understanding the course we have taken since.

This was supposed to have been the purpose of the 9/11 Commission, whose massive report is now looked to as the primary source on the subject. Yet there is another, far more specific investigative report, the one issued by the intelligence committees of both houses of Congress, entitled "Joint Inquiry into Intelligence Community Activities Before and After the Terrorist Attacks of September 11, 2001."

If you actually take the time to read the report, all goes along swimmingly (except for occasional redactions) until you get to p. 369, whereupon the text is blacked out for the next twenty-eight pages.

What is in the twenty-eight censored pages? You aren’t allowed to know that, but members of Congress can read them provided they write to the heads of the Senate and House intelligence committees and get permission. If such is granted, they are escorted into a soundproof carefully guarded room in the company of various spooks, where they get to read the material: they aren’t allowed to take notes.

In the years since his retirement, Sen. Graham has been steadily pounding away at this point, and his persistence has usually been interpreted as a demand to reveal the extent of Saudi complicity in the attacks. And while the Saudis may well have been involved, either directly or otherwise, I would bring your attention to Graham’s statement and the introduction to the Joint Inquiry report, which indicate that more than one foreign government was involved. But if it wasn’t just the Saudis, then who else was involved?

We don’t have to rely on pure speculation, in spite of the fact that us ordinary peons in flyover country aren’t allowed to read those 28 pages. That’s because a few members of Congress have taken the trouble to apply for permission to read them, including Representatives Walter Jones (R-North Carolina), Tom Massie (R-Kentucky), and Stephen Lynch (D-Massachusetts). According to their own accounts, they came out of that soundproof spy-proof room reeling. Here’s what Jones says:

"I was absolutely shocked by what I read. What was so surprising was that those whom we thought we could trust really disappointed me…It does not deal with national security per se; it is more about relationships. The information is critical to our foreign policy moving forward and should thus be available to the American people. If the 9/11 hijackers had outside help – particularly from one or more foreign governments – the press and the public have a right to know what our government has or has not done to bring justice to the perpetrators."

"One or more foreign governments," eh? Who in the Middle East – or anywhere else, for that matter – are among "those whom we thought we could trust"? That doesn’t sound like the Saudis to me. Would anyone really be surprised or "disappointed" to learn that they were playing games behind our back?

Rep. Massie’s statement is even more revealing:

"I had to stop every two or three pages and rearrange my perception of history. And it’s that fundamental – those 28 pages… It certainly changes your view of the Middle East."

Uncovering Classified Material on 9/11 Activity

August 22, 2014 – Twenty-eight pages of the Congressional report on 9/11, which is some 800 pages in total, were redacted prior to publication. The redacted information remains shielded from the public. What we do know is that, according to former Chairman of the Senate Intelligence Committee, Sen. Bob Graham, the data was redacted to “cover up Saudi activity in 9/11.”

Whether you want to take your first step toward helping declassify the 28-page finding on foreign government assistance to the 9/11 hijackers, or you’re looking for even more ways to chip in than you already have, here are 28 ways you can help us build the movement.

The long-classified pages detailing alleged Saudi Arabia government ties to the 9/11 hijackers will be released by Congress as early as Friday, sources told CNN Thursday.

Known as the "28 pages," the document was part of a 2002 Congressional investigation of the Sept. 11 attacks and has been classified since the report's completion.

Sources said there are still some procedural steps that need to be taken before the release.



Rep. Adam Schiff, a member of the House Intelligence Committee, said the report will be posted on line soon.

"The House Intelligence Committee will get the redacted report today or tomorrow," Schiff said. "The Senate and House intel committees should then give the formal go ahead to release the report since they originally produced it."







Under pressure from the victims' families and lawmakers, President Barack Obama said in April his administration would declassify the pages. That same month, Director of National Intelligence James Clapper said mid-June was a realistic target date for their release.

Former Senator Bob Graham, who chaired the committee that carried out the investigation, recently told CNN that when he personally went to the President in April to advocate for the release, he was told a similar timeframe was possible.

"I was told on April 12th that the decision as to whether to release the pages would be made before June 12th," Graham told CNN. "Well, we're now well beyond that date and no decision as to whether a decision is going to made has been released."

Graham said the White House was no longer returning his calls. "Immediately after June 12th, I began calling the White House to ask what is the new date for the decision to be made and a half dozen telephone calls have not been returned," he said.

Sources told CNN that intelligences agencies, law enforcement and the State Department have all reviewed and approved the release of the 28 pages with "minimal redactions."

However, a White House official told CNN, "This is a Congressional document, which we expect ultimately would be released by the Hill once the (Director of National Intelligence) has reviewed it."

Last week, Democratic and Republican House members called on the White House to fulfill its promise to declassify and make the pages public, introducing a new bill to do so if the president doesn't act.

"If the Obama administration does not move forward then we need to pass (the legislation) to have the House Intelligence Committee publish the pages," Rep. Stephen Lynch, a Democrat from Massachusetts, said at the time.

Terry Strada has been pushing for the right to sue Saudi Arabia over its alleged involvement in the attack. Her husband was working on the 104th floor of the North Tower when the planes struck. The couple had had their third child just four days earlier.

"All of this could be settled, if we would just release the 28 pages and let everyone see what's in there," Strada said. "If it was just this low-level ... government officials in the Saudi Arabian government, then they have nothing to worry about. The American people deserve this just as much as the 9/11 families deserve it, but we're the ones that are suffering by not having them released."

For its part, the Saudi government is also calling for the pages to be released so that it can respond to any allegations, which it has long called unfounded. A senior Saudi official told CNN that Riyadh will make any potential suspects available for interview by US authorities. So far, this official said, the Saudi government has received no such requests.

News reports about the recently released 28 pages of the Joint Inquiry into the 9/11 attacks are typically dismissive: this is nothing new, it’s just circumstantial evidence, and there’s no “smoking gun.” Yet given what the report actually says – and these news accounts are remarkably sparse when it comes to verbatim quotes – it’s hard to fathom what would constitute a smoking gun.

To begin with, let’s start with what’s not in these pages: there are numerous redactions. And they are rather odd. When one expects to read the words “CIA” or “FBI,” instead we get a blacked-out word. Entire paragraphs are redacted – often at crucial points. So it’s reasonable to assume that, if there is a smoking gun, it’s contained in the portions we’re not allowed to see. Presumably the members of Congress with access to the document prior to its release who have been telling us that it changes their entire conception of the 9/11 attacks – and our relationship with the Saudis – read the unredacted version. Which points to the conclusion that the omissions left out crucial information – perhaps including the vaunted smoking gun.

In any case, what we have access to makes more than just a substantial case: it shows that the Saudi government – including top officials, such as then Saudi ambassador to the US, Prince Bandar bin Sultan, and other members of the royal family – financed and actively aided the hijackers prior to September 11, 2001.
