The United Nations didn't give Bush Sr. permission to overthrow the government of Iraq and put in place a government that would police the region and create stability.
The Gulf War which the United Nations authorized did not give us such a permission so that we could prevent the 9/11 attack from happening.

We had been bombing them for 11 years at that point.
The congress even passed a law in 1998 and Bill Clinton signed it that it was the policy of the United States to overthrow Iraq's government.
No they hated each other certainly but they wanted Saddam to kill their enemies and we were interfering in that.US intelligence concluded Saddam had nothing to do with 9/11. The hijackers were our Saudi allies, remember? That means Mossad and CIA. Bin Laden and Saddam hated each other because OBL considered Saddam an apostate regime.

Iraq had the 4th largest army and they were looking to redraw the borders and kill a lot of people.
We had been enforcing the borders for over 11 years Bill Clinton almost deployed once or twice after Iraq moved their troops to the border to prepare to invade.
The threat of Bill Clinton intervening and bombing pushed them back again.
