I watched the clip two more times... yeah, he's definitely going to run. I think he will run whether Graham retires or not. I'm also wondering if that liberty establishment has the official word that he will run. Why else would they have him speak and not other state senators like Jim Forsythe?

edit: More proof is that Ron held a fundraiser for him in SC a few weeks ago.

I think everyone saw that he was the future in some capacity, either taking on Graham head on or being the heir to Demint's seat.

I hear from a buddy down there that Graham's nickname is "Flimsey" among real conservatives. I really can't say how many real conservatives are down there, and I don't want to overstate the likelihood, but Graham might actually be vulnerable in a primary. This is all hearsay though, so take it with a grain of salt -- my intent is just to offset any naysayers.
