Dallas Police Association President Ron Pinkston says a district judge refused to sign the arrest warrant charging Spencer with aggravated assault.
“It tells me that this there’s questions about this investigation,” Pinkston said. “Anybody involved knows (this investigation) was pushed through for political and media reasons.”
Pinkston said there was a rush to judgment in this case and the “speed of this investigation was unprecedented. How come all investigations aren’t done in nine days?”
Spencer “feels betrayed by the department like anybody else would feel,” Pinkston said. “The Dallas Police Department lost a very good young police officer today.”

Chief David Brown said the case will now be filed as a referral to a grand jury. Spencer will not be charged with aggravated assault after all.
