Some 70,000 former insurgents are now being paid $10 a day by the U.S. military. It costs about a quarter billion dollars a year.

"Petraeus seems to have concluded that it was essential to cut deals with the Sunni insurgents if he was going to succeed in reducing U.S. casualties," Macgregor says.

The military now calls those "deals" the Concerned Local Citizens program or simply, CLCs.

Food for thought though, say 5,000 insurgents of that 70,000 (that's 1/14 of the total) are still in a terrorist organization, but are some form of minute men. They use $5/day to feed themselves, and what little family they have.

In 40 days, that is $1,000,000.

Your right, they have all these documents on these people, down to their retinals, but it's not hard to disappear in a country like that.
