Yep. The OP vid is just a variation on spanish guitar styles, which is several hundred years old.

The OP is not really a "shredder", it's more of a two hand technique, with a lot more use of the right hand. Good dexterity and accuracy. There's a female guitarist that is popular right now that uses that style, don't remember her name.

A guy named Emmit Chapman got so much into two handed technique that he invented a new instrument with more strings:



And of course there's Stanley Jordan:
