Not clear yet if UN human rights wing is testing waters for pushing prosecutions of all heads of states accused of extrajudicial killings or only some of them. But if UN succeeded in getting current Philippines President to be prosecuted for such crimes, would this open the door for DGP's prosecution for extrajudicial killings and will US public allow such prosecutions?
Trump seemed to be moving away from prosecution of HRC but GOP base pressure could change things in future.
