You are right but it is a very sick policy. Intentionally balancing the war out so no side can win prolongs the killing. It is what the world did with the Iran/Iraq war in the 80's.

I don't know if he does it out of deliberate spite, or merely because he's incapable of posting anything that requires more than 3-5 seconds of mental effort.

On the "deliberate spite" side of things, there's the fact that he doesn't seem to have any problem posting article text when he thinks it will make someone he especially dislikes look bad. But on the "no more than 3-5 seconds of mental effort" side, there's ... well, pretty much every other post he makes (as OP or otherwise).

You have it wrong. If you look at the threads it creates, it specifically targets them to they get the most replies possible.
No text, link only in a non controversial subject? = automatically get a couple of replies complaining about it being link only = padding the reply count
Post text for controversial comments/subject? = more likely to get inflammatory replies and an argument to break out = padding the reply count
Name a thread "official" for a time sensitive topic? = more likely to get hits over already existing threads on the same topic.
Hell, he probably advertises his average reply count on his effing resume.
