The U.S. government, via foreign aid to population control organizations, is funding a mass circumcision and vasectomy program in Rwanda.​

Nothing New Under the Sun.
Eugenics Programs were started in the US. and were quite common in the 1920s. Adolf Hitler was quite impressed and was inspired by US efforts.
The UN run programs are based on these earlier philosophies. (Agenda 21)
 
Planned Parenthood was (and still is) on the forefront of the eugenics movement in the US. They are confiscating our tax dollars to implement their statist, atheistic vision for the world.

And it all stems from the Darwinian model that says some people are more advanced or more developed than others (or not people at all...like people who are in the womb or people who are dumb, retarded etc).

Darwinism is the ground basis for statist tyranny. Darwinism has been the cause for more death, destruction, and misery than any other worldview in history.
 
Either you fund their depopulation, or you fund their starving population later. Is there a third option? Oh yes of course, we do nothing and watch them starve, then expect their family, friends, neighbors to "voluntarily through charity" feed them (as if its never been tried before).

I don't think we should judge people who chose to offer such a service unless we're willing to do something in the opposite, this is not different than asking a woman to give birth to their baby, but at the same time saying you won't pay to feed the baby. If you're not willing to feed her baby, why not let her abort him/her? What harm is she doing to YOU when she aborts her baby (I can tell you that if she doesn't, and isn't financially viable, it'll hurt you very likely).

Third option. Stop destroying their economy. Stop interfering in the development of their resources. Stop trying to control their politics and populations.
Mind our own business and, and if anything trade and invest there.

The conditions there are a result of outside interference.

There are other options. pcosmar has elaborated. Why would someone argue for eugenics on Liberty Forest, where we promote Liberty rather than killing? It is a sin to kill the unborn intentionally. Eugenics is sinful, both "postive" eugenics and "negative" eugenics. You might have to look up the definitions of those two forms of eugenics. Neither are good.

Indeed! Circumcision is not what is needed to prevent AIDS. Not having sex with people who have AIDS is how to prevent AIDS... seriously.

There was even a Supreme Court case in the U.S. around the 1920s that ruled in favor of forced sterilization. I believe this is the one - http://en.wikipedia.org/wiki/Buck_v._Bell
