Exactly. Therefore, politicians should never be given credit for legislation that pretends to do that.
When counting up spending cuts, the only ones that count are the ones that take effect by the end of the next budgetary year.
Cutting it immediately would just cause voters to just elect the democrats.
If the Republicans stay in power they wont vote to extend it.
You can't cut spending if you cant stay elected.
This is a historically proven strategy to reduce spending.
