No Russia wanted a sphere of influence so they could fill the power vacuum but they aren't powerful enough to enforce their rule.

It wasn't the CIA's fault the Soviet system collapsed.

Their system was inherently tyrannical and the other Soviet States were vassals to Soviet Russia's Soviet State.

They ran out of money to fund their police so their police were defunded. There was nobody who would enforce their rule.

The Ukrainian conflict started atleast 10 years before that when Russia rigged Ukraines presidential election and then they reversed the election.
