Trump was not politically able to do any of those things because of the constant witch hunts, he almost got impeached for investigating Biden's corruption in Ukraine.
This time he will be able to do things.

He probably had advisors that thought it would make him seem petty. The last 4 years has clearly shown who the Liberal Left really are and what their tactics and agenda are.
Regardless, there was plenty of opportunity for Trump to be held accountable. He is not afraid of confrontational questions and not shy to address the public. Maybe the fault for not prosecuting Hillary falls on the public for not hounding him and or asking him about it. Has he ever been asked about it publicly? Obviously the Left was not going to ask that question.
Who is to hold him accountable? He needs to be asked directly and relentlessly when he is not performing.
Furthermore, he can only recommend who to prosecute. The deep state was more concerned with ousting Trump than prosecuting Clinton.

Imagine Trump being asked why he is not prosecuting Clinton and he says, "oh I would, believe me I would, Jeff sessions wouldn't do it and neither will Barr." and, then the public goes off on them...

Well, neither Tucker Carlson nor Joe Rogan pushed Trump on Operation Warp Speed, so I doubt anyone will actually hold Trump accountable.

Trump reversed his "lock her up" promise before he was even inaugurated. He never meant it. He later even denied he ever advocated doing it at all.

There are a lot of hurdles to prosecuting that. Being on the list doesn't prove that. Going to the island doesn't prove it. Giving money to an underage girl and having sex with her doesn't prove that, unless it is also proved that the money and the sex were in exchange for each other. Maybe a given girl that a given person committed this act with, if she can even be identified, now so many years after the fact, will say under oath that that was the case, but that's a big if, and the other participant will say that that's not the way it happened anyway.

All that was the case during the 2016 campaign when he was out there chanting "lock her up." It wasn't some epiphany he had on election night.
