When I first saw it - and not yet being aware of the context (see below) - I thought it was supposed to be AOC.

But apparently, it is supposed to be Obama - specifically to do with the remarks Maher is referencing:

The reality is that, if there is a divorce between Kristin and her husband, Kristin's husband will probably end up paying alimony/support. He'll lose half the community assets and well as half of his pension and/or 401K. If there are children, Kristin's husband will have to move out of the family home while still paying the mortgage and paying child support. He'll be allowed to see his children every other weekend and on Wednesdays. Think about that long and hard before you get down on one knee and propose marriage to a woman, because that's the contract your "marriage proposal" represents.
