Can anyone actually cite the electrical code this violates?
I think it is a bad idea but not sure it is against code. It appears to have all of the necessary code clearances. There are codes against panels in bathrooms in dwelling units but this is neither.
Ive been looking through the code book, the only thing i am finding other than your basic clearances, you also have to select the correct panel enclosure type (110.28). The actual enclosure type is not easilly identified in the picture to me, but given that the proximity of the mop wash to the panel, i wouldn't install anything less than a enclosure type 4, which is suitable for "hosedown and splashing water."
But, as with everything else in the codebook it just depends on the inspector's mood (interpretation). He may decide that a enclosure type 2 is sufficient (falling liquids and light splashing).
