Rep. Thomas Massie probably wouldn't count himself as a member of the Washington establishment.
But the Kentucky congressman and GOP rebel now has the ultimate insider's tool: a special fundraising committee called a "leadership PAC," which he can use to build up his clout in Congress.
Massie opened the account in May, according to Federal Election Commission records. The congressman has already raised $30,000 through the new committee, called the Making a Sensible Shift in Elections PAC -- or Massie PAC.

In an email, Massie said he created the PAC to help "like-minded conservatives get elected to the Kentucky Legislature and to U.S. Congress."
So far, Massie has used the PAC to boost tea party Republicans running for House and Senate seats. Massie donated $2,000 to Joe Miller, a GOP firebrand who is running for the Senate in Alaska. He gave $2,600 to Rep. Justin Amash, R-Mich., a fellow conservative who, like Massie, often bucks the House GOP leadership.
And he gave $2,600 to Dave Brat, the political neophyte who defeated outgoing House Majority Leader Eric Cantor in last month's Virginia primary. Massie's donation to Brat came after Cantor lost that election.
