I am saying that chances are that ronpaul2008 has reached the limit of the speed at which they can serve pages through the uplink of their ISP, rather than the CPU or disk on the web server reaching their limits.

To help this, you can implement a queue priority scheme where all the requests are processed in an orderly fashion through the use of queues of varying priority. Those requests that are smaller, get preferential treatment.
