Nope. the rule can be changed by the newly elected Delegates. Trump better hope he controls the majority otherwise the rules can be changed. That is how Reagan supporters learned before the rollcall vote at the 1976 convention that they didn't have the votes to win when they tried to vote on a rule change that would have made Ford pick his VP before the vote. The rule failed by the same vote that Reagan lost to Ford. Majority delegates rule.
