Considering the program was done in the private market and not by the government, then yes, yes it does.

There are two kinds of people doubting Rand Paul's sincerity on this: Those who have been wasting their hero worship on people who have done nothing but preserve, protect and expand the unconstitutional tyranny, and those who had their constituents convinced they were anti-tyranny until Rand showed everyone what a freedom fighter really looks like.
