The majority of it is they are either talking about shit they have no idea about whatsoever, or not being prepared to speak without their notes/teleprompter at hand. A few of them are plain stupid. Please elaborate on, 'They're doing it on purpose.' Not that I don't agree certain instances of their stupidity is probably targeting a specific audience.

I thought this was going to be another one of those "no sane person who isn't mentally handicapped votes for as much spending as do US politicians!" threads. A lot of the stupidity is simply a front for the evil acts they commit behind the scenes, not to mention for subtle propaganda and the dumbing down of boobus americanus. Some of these politicians actually are pretty stupid, but the ones with real power know exactly what they're doing.

I don't think I would have been able to either. I think I would have had to hide my reaction behind a face palm, tried to maintain a straight face, and said, "Sir, could I request a 5 minute recess - I have just received an urgent page, that I need to respond to...", grabbed an aid, gone out into the hall and totall cracked up! Then composed myself, walked back in and with a totally straight face said: " Your honor, apparently the island is starting to tip over. It is imperative that we have emergency funding to place 50,000 huge helium balloons under one side of the island at a cost of 50 Billion dollars. Could you help us with legislation to that effect?"
