That's Justice in our country because thats how our laws are written.

Thats justice in our country because our government works for us not for foreign nationals because we are the ones who make up the government and pay for it.

Thats justice because we deserve a government that rules for our behalf because we have sovereignty over our country.

People that are foreign sovereigns, or foreign nationals are by definition our potential adversaries.

If it were, then it would not be possible for a ruler to do anything unjust or to give themselves or anyone else anything they don't deserve. It would be a truism that everything they do is just, and everything they give themselves or anyone else is deserved, since they, as rulers are the deciders of those laws.
