I hate the word, and don't use it much, but Belfer seems "bipartisan" (as I think that Democrat-Republican is one party...).

I think that the most important agenda point promoted by the Belfer is the atomic bomb scare, together with its sister organisation - Pugwash (maybe more on that later).

I thought that neo-cons was a direct reference to PNAC (right wing), who promote war, while Belfer promotes peace (sort of), while in reality their goals are similar.

In 1974, Robert Blackwill (Belfer Center member) as a special assistant to State Department counselor Helmut Sonnenfeldt worked closely with Paul Bremer, then a chief aide to Secretary of State Henry Kissinger, and was later one of the criminals that staged 9/11.

In 1985, President Ronald Reagan designated Blackwill to be the chief negotiator of the US with the Warsaw Pact for the Mutual and Balanced Force Reductions talks (to convince gullible fools that atomic bombs are something more than science fiction).

(MMTI), whose market value was boosted by more than $25 million in grants from Clinton's US Department of Energy (DOE). In 2000 and 2001, the Joyce Foundation, made a $1.1 million grant to establish the Chicago Climate Exchange (CCX).
The Joyce Foundation board featured one Barack Obama, while Maurice Strong became one of CCX’s directors.

In November 1998, the Belfer Center published "Catastrophic Terrorism: Tackling the New Danger", authored by Belfer Center Director Ashton Carter, later Obama's Secretary of Defense; John Deutsch, former CIA director; Philip Zelikow, who later chaired the 9/11 Commission.

In this article they warn/predict a terrorist attack, like the 1993 attack on the World Trade Center, that could serve as a "transforming event":

In 1995, Zelikow co-authored a book with Condoleezza Rice, Bush's national security advisor.
Zelikow then became a member of the Bush jr. transition team.
Zelikow continued as a member of Bush's post-9/11 Foreign Intelligence Advisory Board.

In 2002, Zelikow authored the Bush administration's 2002 "National Security Strategy" that detailed the preemptive war doctrine that would be used to invade Iraq.
The document was however released under George W. Bush’s signature, so when the 9/11 Commission was formed, its (future) commissioners didn't know it had been written by Zelikow.

In early February 1999, Richard Clarke met Al-Maktoum, who financed the Taliban and al-Qaeda. Also in 1999, Richard Clarke personally sabotaged 2 CIA attempts to kill or capture Bin Laden.
The first of these was when the CIA learned that Osama was hunting with UAE royals in Afghanistan, and President Clinton couldn’t authorise attacking the camp, as Clarke voted down that plan (it seems unlikely that Clarke could vote down the president!).
The second time, when the CIA was again preparing to take Bin Laden out during another Afghanistan hunting trip, Clarke alerted his UAE buddies that the CIA was monitoring their meetings with Bin Laden, who in turn tipped off Bin Laden (so the CIA’s plan was sabotaged).

Osama’s UAE hunting buddy Sheikh Al-Maktoum later tried to take over 6 major US ports, which failed despite George W. Bush’s lobbying.

Clarke also promoted lies about a man called Abu Zubaydah, whose torture testimony is behind much of the 9/11 Commission Report.
In 2009, even the US government admitted that all of those claims were false and Zubaydah was never associated with al Qaeda!

In the 1980s, Clarke was President Reagan’s Deputy Assistant Secretary of State for Intelligence. In that role, Clarke negotiated for US military bases in Kuwait, the United Arab Emirates (UAE), Qatar, and Saudi Arabia.
In 1984, Clarke took part in the secret Continuity of Government (COG) program, which also included as members: Dick Cheney, Donald Rumsfeld, George H.W. Bush, Kenneth Duberstein, and James Woolsey. The COG was first activated during the attacks of 11 September 2001. This installed a shadow government as an “indefinite precaution”, it isn’t clear to me when (if?) this shadow government actually ended.

George H.W. Bush also appointed Richard Clarke as Assistant Secretary of State for Politico-Military Affairs, until 1992. In this role Secretary of Defense Dick Cheney asked him to coordinate relations with the UAE. Since then, Clarke negotiated so many deals with the Emirates, that he essentially became a UAE agent, very close to the Abu Dhabi royal family.
In the early 1990s, the Abu Dhabi royals took over full ownership of the Bank of Credit and Commerce International (BCCI).

Bush then appointed named Clarke to the National Security Council staff as Special Assistant to the President and he became chairman of the Interagency Counterterrorism Committee.
In the summer of 1994, Clarke played a leading role in orchestrating the Rwanda genocide.

In 2013, President Obama appointed Richard Clarke to his advisory panel on NSA spying.
