Hmm, I don't read it as a knock on Cruz. I guess it could be but I don't read it as such. Cruz references that movie/line a lot, and Rand probably wanted to use it without sounding like he was straight up copying Cruz (even though the line doesn't belong to Cruz to begin with, and he steals a lot of Rand's lines). I think he was only going after Hillary, and gave credit to Cruz because Cruz references it a lot.

It's a jab at Clinton. Cruz was just arbitrarily mentioned because he acted out some scenes (rather well to be honest) at a campaign stop a couple weeks ago)
