Remember Alternative Minimum Tax (AMT) that was only to effect 155 high-income households. Now it effects millions of households and like the other taxes, never compensates/adjusts for the Inflation induce by government.

Withholding is a bad idea anyways. Milton Friedman came up with it, then regretted it. People should know full well what they're paying in taxes by having to send a check four times a year. You can be sure they wouldn't stand for that!

Almost sounds intentional. How much interest and late penalties will the IRS be able to collect from people that don't catch this and end up getting caught up in the system when they can't pay their "new" tax liability.
