My opinion: It's an unnatural contrivance whose sole purpose is to subdivide between 'us' and 'them' and between 'upper' and 'lower'. It would drain the budget for a purpose that has no positive result.
Better logical arguments: Requiring ID is tantamount to unreasonable search and seizure. If it were illegal to not have ID, to not be registered, there would be only the mood of authority stopping them from asking for your ID. If you didn't have it, it would be a crime.
Also, ALL IDs are subject to forgery, whether through 'fake' IDs or collusion with officials to obtain otherwise legal ID illegally. No ID program can be justified for 'security'.
And Having multiple forms of ID incorporated into one source, into one ultimate database for the population, results in any information breach or 'error' to effect all parts of ones life (SSN, State ID, "National Citizen Number", Passport credentials, and then Credit card info isnt to hard to get after that).
