By "intelligent psychpath", do you mean nonviolent sociopath?
A CEO can own a gun, as he hasn't shown a tendancy toward violence. The fact CEOs are disproprtionately sociopathic isn't a reason to limit gun use...violence is. It's really a subjective judgement call as to whether these people are beneficial to society...but if you go simply by data, they are more than pulling their weight in society. They tend to be brilliant, rational, and lacking the psychopathic black and white thinking (psychopathy is different than sociopathy, albeit related). This is why they succeed so well in business; it's cutthroat, competitive, and time consuming. These folks have no social needs like normal people, and therefore dedicate themselves to the only goal that means anything to them; winning. They also make more rational decisions based upon the lack of emotion in most cases.
2-3% of the population are sociopathic, most are not violent. All nonviolent people have the right to own guns. True, they are violent more often than normal people, but you have to take the good with the bad. There is also evidence to suggest that this is spectrum, and there is no clearcut line in diagnosis. In fact, autism has some similarities to sociopathy, as does asperger's. I'd also argue ADHD has a connection. Impulse control is the real problem with sociopathy and these other disorders, while the problem with actual psychopathy is illogical thinking, a tendancy to violence, and seemingly anomie-type social beliefs (a lack of social norms).
We have to be careful with labeling specific people unable to have the same rights as anyone else pre-emptively without violent action, as the tendancy of the State will be to limit folks at ends of the spectrum, and to keep moving that goal post until ADHD kids can't own guns.
Psychology is the newest religion, with it's clergy damning and saving you based on simple perspectivism and a diagnosis. If you give this power to psychologists, or you allow them to deem who is sane or insane without prior violent action, you will damn us all to a new Inquisition. My psych professor once said to me..."Anyone too far to the left or right on the sanity scale is crazy, but no one is as crazy as the person right in the middle where "normal" is supposedly residing". If you were completely normal, you'd be nuts. Completely batshit. There is no "sanity" or "insanity". Psychology IS NOT the study of the mind, it's the study of observable behavior. Afterall, you can think any crazy stuff you like, but acting on it lets everyone know you're actually batshit. Thought crime is tyranny.
Also, all these brain scans are freakin' expensive. No way this is possible.
13,000 Americans are killed by gun murders every year. There are 50,000 total average annual violent deaths, of which 20,000 have nothing to do with guns. Of the 30,000 gun deaths (the same amount of people die in the U.S. every year of the flu), 1,000 are accidents, 8% (2400)are legal self defenses, and over 50% were suicides (any psych major will tell you, shooting yourself in the head or jumping off a bridge are NOT avoidable deaths, as they intend to die and are not crying for attention). So, 15,000 suicides (of which the tool used is irrelevant), 1,000 accidents (more people die in swimming pools by accident), and 2400 self defenses mean there are less than 13,000 gun murders per year, but I totally round up to fit the newer stats at the DOJ and CDC as to reflect population consideration.
13,000 gun murders a year in the U.S.
30,000 flu deaths.
4,000 die in home fires.
20,000 died of ALL illegal drugs combined.
Terrorism killed 300 Americans a year over the past 10 years ( the height of the problem).
The Swine Flu killed less than the normal flu.
15,000 arthritis patients ALONE die of anti-inflamatories every year in the U.S., as weak as asprin.
You should see a pattern here.
Guns, drugs, terrorism, and overhyped disease are some of the lowest risks to your life. They are rationally insignificant. And when you add in the fact 100 MILLION people in the U.S. own 200 MILLION guns, and only 2460 legal gun owners a year kill someone NOT in self defense, and certainly 10s of thousands are saved by guns a year (more than killed by them; a net gain of life), then you can see guns are a non-issue the left opines out of ignorance.
Still not convinced guns are good (despite the fact they are a net GAIN of life)? Let's look at a few more basic threats you face daily:
400,000 Americans die a year from alcohol.
430,000 Americans die a year from tobacco.
1.2 million people a year (roughly 1 in 300, or .3%) die in cars.
Why do we need gun control? To make us LESS safe? Why do we need to be groped at airports? Do you need groped when you get in your car (the largest threat to your life on a daily basis)? Why do we need any drug to be illegal? Do you need alcohol to be illegal because it kills 20 times the people ALL illegal drugs do combined? Why do we need to fear the yearly epidemic BS story on TV? Do you need govt to protect you from an "epidemic" flu strain that kills less people that the regular flu?
Are you more than twice as afraid of someone with the flu than of someone with a gun?
The flu is more than twice as likely to KILL you...seems to me those who fear guns more than the flu are simply irrational, and emotional, human beings. They need a class in risk versus reward ratios, risk aversion (especially the risk neutral part), and to calm the hell down and think instead of FEEL. Then we can have rational rules for society.
That rule is "do no harm". If you do not harm others, then you shouldn't be governed by others. PERIOD.
BTW, the % of murders and rape in the world have been decreasing for decades...especially in the U.S.
The idea we aren't safer and safer all the time is rooted in paranoia and lack of information.
And anywhere you legalize gun ownership, or permits to carry, you get severe drops in property crime, rape, and murder. Anyone versed in game theory knows, guns make people safer by forcing nonviolent decisions on criminals who otherwise would act violently. It decreases the marginal utility of crime.
Compromise is the way to go for now and having armed individuals everywhere in every public place is fine with me as long as they are well trained, well armed with full body armor and passed psychological tests and brain scans
