And that's the whole point of it ...

Even if it is never actually applied - or if it is applied, but ends up being overturned by the courts - it will have achieved its purpose if it induces any number of people to keep their heads down and their lips shut (in order to avoid "find[ing] out").

Doing a little research into Kristi Noem's staff, it appears that there has been a lot of turnover.

Going back to the COVID panic, it appears that Noem's daughter and Caroline Thorman (now Woods) were some of the people advising Noem when Noem stood against COVID mandates:

It appears that most staff from that time are all now long gone. In fact Thorman has called out Noem since her departure.

A guy named Mark Miller served as Chief of Staff from Nov. 2021 to June 2023.

Mark Miller apparently was a never-Trumper, which is interesting that he was with Noem. Perhaps he departed when she decided to actively seek Trump's VP position. With regard to this thread OP, it also appears that Miller would agree with this new SD law banning antisemitism.
