Also, the final vote count itself shouldn't be done in secrecy, but in public for all to see.
The count should be videotaped and their should be independent poll watchers physically present to make sure theres no mischief going on.
That would be good anywhere.
I would expect the predominately Russian population of Crimea to vote for a Russian affiliation. Especially with the violently anti-Russian Coup next door.
And perhaps the people if Ukraine should have a vote as well,, instead of having their elected government overthrown and replaced.
