If we lived in a puppy dogs and kittens world, I'd agree that we wouldn't need the CIA. However, we don't. Aside from the traitors in Washington, there are many people who, for good reason, want to destroy the US and all her inhabitants. The CIA acts as a barrier between "the horror" and us. We absolutely positively need them.

Who would, in this rottweiler and wolverine world we live in, filled with radical cave dwelling bogeymen, prop up foreign dictators and drum up imperialistic conflicts if we didn't have the CIA? Oh noes I tremble at thine thought crimes. We need a shadowy organization with practically unlimited funding and no accountability, with a nightmarish track record of crime and incompetence, to protect us from those "terrorists" who "hate us for our freedoms".
The CIA is equivalent to a bad resident of my village going to all the other villages and stirring up trouble. Then he comes back to say he will protect me from the wicked heathens in the neighboring villages.
The real icing on the cake is that rather than banishing this lone and rogue individual, the villagers all get around to talk about how much they really need the sociopath who is the source of their trouble. They insist that without him, their problems would be worse.
