White guy has a certain amount of marijuana. Black guy has same exact amount of the same stuff. White guy is less likely to even be charged at all, found not guilty or get probation. Black guy is more likely t be charged, convicted, and get the harshest sentence.
Plus, I figure blacks are probably more targeted and more likely to be searched and victims of illegal search and seizure.
There is a high % of black population in jail or probation, but a large % is for nonviolent drugs. I would tend to think once someone is in the system for drugs they are more likely to become more serious criminals.
