Actually I agree with you....it wasn't my dog, it was a friend's dog and I would have kept her on a leash. I've got a 10 month old son and when he starts to walk, his freedom to move around will be restricted for his safety....too many things that can go wrong.

Although I'm not sure if a leash would have saved her....as soon as she got out of my friends car, she headed towards the street and the accident happened....the leash would have only saved her if she had been leashed inside the car.
