Why in the world would you need thousands or millions to negate negative changes? You would only need one mutation. Since it would most likely get spread out due to reproduction. All types of mutation are rare including the negative types. But the thing is negative mutations usually cause a problem that would affect the ability for the genes to get passed on. A neutral or positive mutation that has added information would not usually cause problems so it would not affect the propagation of those genes through reproduction.
