From a blog I read about Stearns challenging John Cosgrove-

In addition to being Chairman of the 3rd District, Chris is also a Convention Chairman for Lt. Governor candidate Susan Stimpson and an endorser of Mark Obenshain for Attorney General. In 2012 Chris was the state director for the Ron Paul campaign. Chris is well known for his organizing skills and ability to recruit voters. His campaign should be interesting, and likely to be a successful.

Realistically, what are Stearns' chances? If anyone has an idea, anyway.

Well, he gave it an effort at least. Hopefully good for the exposure and hope that he remains involved in the Virginia GOP and not fade into obscurity. Onto Cosgrove, however, it's said on Ballotpedia that he endorsed Romney for President (Doesn't list his reason. Don't know if he, like Rand Paul, just threw his weight behind the eventual GOP nominee, but there you go), though going by this blog:

-folks seem to be divided on him (what else is new within the Republican Party?). The blog's writer says while Cosgrove "might not be a Ron Paul acolyte, but he does share the same values and has worked to produce such results for the benefit of his community." Yet comments say that he votes for tax increases. Hopefully folks keep an eye on him.
