Yeah... he's already been in Congress on and off since the 70's, so if he's not higher up right now, then there's no reason to believe he will be in #111.
Plus if I'm remembering correctly, there's rules for running for certain positions. So it might be perhaps that in order to run for Minority Whip for example, Paul would have to give up his committee seats or something. Again, I'm not saying that's the rule, but I wouldn't be shocked if there's something like that in place to explain why he doesn't at least seek leadership positions.
