The states can pass all sorts of weird laws, but congress is restricted only to the powers granted to it by the constitution.

Not exactly true. The 9th Amendment states our Rights are unlimited. That enshrines the concept of Negative Rights. The States have no more power, Constitutionally, to force us to do things against our will than does The Federal Government.

I'm not saying the state's powers are unlimited; what I'm saying is that the states have way more power and leeway than the FedGov, which is why from a constitutional standpoint MA can get away with RomneyCare far easier than the FedGov can with ObamaCare.
