there are 3 kinds of research: Basic (lab and bench), Translational (translating into a clinical setting for plausibility), Clinical (testing the translated products.)
Most of the funding goes towards Basic. THe NIH holds a virtual monopoly. In fact, it has become an expected thing. I don't think anyone wants a replacement.

I want to cut every dime of federal spending not specifically authorized in the constitution until the national debt is paid and there is gold in the treasury unencumbered by debt.

The NIH oversees welfare spending and that would be the very first domestic program I'd choose to give the ax!
