Real ID Act by State

A cursory count shows 33 states refuse to comply.

No, only 8 states have refused to comply. The other 25 states passed non-binding resolutions that are basically worthless. RealNightmare.com has the best information on this.

Take time to read the summaries for each state - particularly the ones that reject it - mostly on the grounds that it is unconstitutional.
Many states reject it.

My state, SC, has rejected it. As I understand it this could cause problems as far as traveling by airplane, collecting social security, etc.

How can the country function if ALL of the states don't comply? Will it cause such a mess that compliance will be end up being the easier choice? Or perhaps this will cause some sort of uproar, uprising, ??? Will this usher in martial law?

I just did the "rufuse to comply" search and that's what showed up BUT you are most likely quite correct - that search combines too many options that are not purely non-compliance.
