Rand Paul's "billion dollar" analogy?

I remember Rand Paul said something along the lines of "a billion seconds ago was 1957, a billion minutes ago jesus was alive...a billion dollars was 7 minutes ago"

Does anyone remember how it actually goes, or can show me a link to rand paul saying this?

I doubt if this is where Dr. Paul got the quote, but I found this online:
