Wouldn't solicitor general be most effective? That's who pretty much argues cases in court for the administration, and I don't think he needs to be confirmed. Judge Nap will NEVER be confirmed sadly...

Perhaps that for the first term and after he proves himself he could upgrade to Attorney General in the second term.
