Rand on the Senate floor now

The first vote to end debate is supposedly at 1AM, they need 60

In the grand scheme of things, will those on the record even care? I mean, Rubio doesn't seem to be sweating from his comments on his time in the Senate and has been declared one of the winners of the debate. Romney wants Graham in the main debates. So even the ones that have bad records don't seem to care much about how they vote in the Senate because not like it will be of major discussion in a debate.

He's taking the floor forcing 60 people to vote against him in order to stop him. By doing this, he forces people to be put on record as being against a highly unpopular bill. Coupled with the fact he mentioned this during the debate last night to bring attention to a lot of people about it, I think that perhaps people will be too afraid of being on the record of stopping Rand and letting it pass.

I'm a little confused as to what is happening. He is or isn't filibustering? Did I already hear his "filibuster" or is it actually coming later this evening?

Same, I'm a bit confused, but yea looks like that was it. He's still filibustering in the sense that he is forcing them to get 60 votes, but it appears it won't be a talking filibuster. Whether he comes back to the floor at some point again, I don't know.
 
they will get 60 easy... all the dems vote for it meaning only 15 traitors to find on the GOP side

Yup. It's obvious Rubio and Cruz wont vote solely to try to look good because there will be enough without them.

Could be something procedural or a voice vote that is intended to see what numbers each side has. In the conventions in 2012, they would have votes on things before they elected delegates to see how many Ron Paul supporters were there. If it looked like there were not too many, they would steamroll entire slates of delegates through with voice votes or votes of acclamation. Otherwise, someone would call for a roll call vote or ballot.
