Your previous post + what knowledge I have about this, this is what my understanding is:

Note that each county is usually allocated more delegates to the state convention than there are attendees to the county convention. So if you cannot attend your precinct and/or county convention you should be able to ask a friend or a party official to put your name on a list to be put on the state delegate list. A motion is usually made to accept that list in order to pass through folks to the state convention in absentia.

4) At the state convention, we need to indicate whom we support. There is a nomination process and the delegates who gets the most votes go to national. How many delegates are chosen this way out of the 55 delegates we have in total? How many superdelegates? Looking here, it appears that we have 3 (Ada Fisher, Robin Hayes & David Lewis) who will be bound per results. Are they bound to the winner automatically regardless of the winner's margin of victory?

Robin Hayes will be a 2012 super-delegate since his term does not expire until 2013. However a new National Committeeman and National Committeewoman for NC (currently Dr. Fisher and Mr. Lewis) will be chosen at this year's state convention. As Adam (aclove) mentioned, the Paul delegation supported Dr. Fisher over Mary Frances Forrester who was the "establishment" choice. Mrs. Forrester - widow of State Senator Jim Forrester - is running for the Committeewoman spot this year. I would assume that the newly-elected individuals would go to convention, but someone who knows definitively may jump in here and confirm/correct.

I think this contravenes party rules. The state party does have a form that the local organizations can use, that people can fill out which says "I can't make the precinct meeting but let me be a delegate to county". But only those physically present at county are truly eligible to go on from there.

It probably is true, that some counties are playing loose with the rules, or add names to the delegate sheets because "My neighbor so'n'so wants to go to state." The state party cannot oversee every detail over 100 county organizations.

I always urge people to ATTEND the precinct meeting. You are risking your credentials being accidentally "lost" (cough, cough) if you have never set foot in a party meeting before and mailed your county GOP the absentee form.

Continuing this tangent: I have seen motions passed allowing all those credentialed in the prior year to be eligible for the current year. Whether the party plan really allows this is questionable, but it is done sometimes, because "the other counties are getting away with it too, and we want to improve our turnout".

I live in Hillsborough and will be attending our county meeting at Sunrise Church, Sat. March 3 at 9 am. Anyone else in Orange county please come!! Rumor has it that this meeting is necessary to attend to be a delegate at any level.

If it's a motion it's in the minutes which presumably the state party would be able to view and take action if it deemed it inappropriate.

I was just mentioning it as an option for those who truly cannot make it to precinct and/or county. I will miss mine because I'll be in Atlanta for the ACC Tournament, but I know a few of the "establishment" folks whom I will ask to put me on the pass-through list.
 
The situation of motioning delegates in from the prior year, really rankled some of the new people when we saw that happen. Including some regular neighbors I had persuaded to come that time. Were not even Paul people. We were saying "What's the point of showing up and paying $10 if others who are not even here, are being credentialed too?" It was also snowing that night, to add further insult to those who had made the effort to attend.

I think there might have been a motion made that night to at least require anyone who was not present, to pay the $10. I can't remember now.

Just goes to show, there is variation in how the credentialing works. You can't take the party plan literally, and every year has some nuances that are only revealed by going and observing.

Mozo is correct. Here is a direct quote from the NCGOP State Plan of Organization, Article II (Precinct Organization), Section 4 (Duties of Officers):

"The Chairman and Secretary of each Precinct shall certify the election of Officers, Committee Members, and Delegates and Alternates to the County Convention, on forms stipulated by the State Central Committee and furnished by the County Chairman. Complete credentials shall be in the hands of the County Secretary by the deadline set by the County Chairman, which shall be at least 2 days prior to the Credentials Committee Meeting; provided, however, that when the Precinct Meetings and the County Convention are held on the same day, the complete credentials shall be in hands of the County Secretary at the time set by the County Chairman on that day. No Delegate or Alternate shall be added to the Credentials List following the adjournment of the Precinct Meeting."

In practical application, this means that technically no one can be added to the delegate list after the conclusion of the precinct meetings, but the party can (and has) chosen to ignore this rule when it wants to, but still has the rule in place to keep ill-informed insurgents out of the process if they don't dot all of their i's and cross all of their t's.

The GOP in Duplin does not even have a website, as far as I can tell. You might be the only delegate for the whole county, at state convention. Seriously - there are several counties completely unrepresented every year. Usually the rural ones out east.
 
I have been trying to contact our county chair in New Hope precinct, with no luck. I have left an email, and two phone messages. With no data on a precinct meeting, no delegates. Anyone in this area of Iredell County that would like to meet?
 
Just as a side note, "Ron Paul is the choice of the troops" march on Washington DC was a resounding success! I marched behind the active duty and vets and it was impressive. I know that another, MUCH LARGER, march is in the planning for the RNC, in Tampa. anyone interested in more information can contact me. I have video on my youtube site of the DC march as well.

I am quite devastated to realize that I missed the Wake County precinct by a couple weeks. I didn't know that the precincts and county meetings were so early when the primary is in May. I feel really bad that I can no longer be a delegate in the presidential process. If there is a loophole in this process where I can become a delegate at the state level can someone let me in on the secret? Thanks.

Hit up Onslow County, where MCB Camp Lejeune is. LOTS of Marines support RP - hit them up. Get them motivated.
 
cdd007, there is a loophole that works in many counties, although probably not Wake.

When a precinct is unorganized (nobody listed from the precinct meetings) it can send one delegate to the county convention. Maybe one unlisted delegate can attend and replace the ones on the party paperwork if none of them show up ... I'm not sure about that, but it's plausible.

However, Wake is the 800 pound gorilla of counties. It's the best organized and it'll probably have a flush delegation at county convention.

I'm also not sure if an unlisted delegate who gets nominated at county can attend the district convention. Such a person would not be on the state paperwork, even though elected from county. It's a gamble to try this and who knows what the end result would be. I assume that person could be seated by a vote of the district convention delegates though, if there's a credentials challenge.

C'mon man..such an important election year and you were not keeping yourself up to date on your county event calendar?? :-(

At the local GOP meeting, they were saying that they are going to let everyone become a delegate to the county convention regardless of if you attended the precinct meeting or not, but not sure if they really meant it. I'll try and find out more. PM me your details.

If it turns out that they will allow it, this is the online form to pay $20 and register.

Question to the veterans,

I was reading this thread about the troubles the Indiana Paul supporters are having in becoming delegates, and wondering if the same thing can be pulled on us in NC? Should one vote in a previous Republican primary to be a delegate? I had never voted in my life and only registered to vote for the first time in December 2011, and only because of Paul (Paul cured my apathy. If there was no Paul, I would still be unregistered.). Can GOP kick me out later in the process because of this?

What other "paperwork" or details should we know of?
