If you require the process of sticking marked-up pieces of paper into magic wishing boxes (or the computerized equivalent of such) to be "unrigged" in order to have any hope at all, then you're right where the election-riggers want you, and you've already lost.
Speaking for myself, I would have no problems with rigged elections - if they were rigged to favor the right candidates. If the result was Ron-Paul-like candidates ending up in office, I would be 110% a-okay with rigging the ever-lovin' hell out of elections - and if doing so would render your vote (or anyone else's) "meaningless" (whatever that's supposed to mean), then that's a price I'd be happy to pay. In fact, I'd consider it to be an excellent bargain. (It really is too bad that's not actually going to happen, though - more's the pity.)
Said agency would be eliminated for the time being. And then the majority people will scream bloody murder [and worse] wondering where their program went. So, while you saved a buck or two for a short time, you also made people get more angry than ever and they will then double down. Some bargain.
Me, I just voice my opinion, look for ways to stay low and keep my money and enjoy whatever time I have left.
