I thought, and could be wrong, that Wyoming didn't actually have people voting.

Wyoming didn't really vote, it had a convention of (~1000, I think) party insiders who chose who to give delegates to.

I don't think they had an open vote like Iowa did (and even that was technically only a non-binding straw poll). I think it was a pure "party insider" caucus.
