I think the president can veto any bill, regardless of how many vote for it. If 290 step up after the veto, then it becomes law. In this case, however, probably very few Dems would defy Barry Soetoro's veto. But, who knows? It will be interesting to see just exactly how much influence Barky will have. His ratings are in a downward spiral, and I imagine that most Congress critters would rather get reelected than play party allegiance, if push came to shove.
If that's the case, maybe it is better if this bill takes a long time to pass. The more time passed, the lower his approval rating is likely to be.
