I'm not sure that we need bring 'religion' into this in order to consider its moral and ethical implications, let alone provide any grounds for justification.
But if we must, then I would think the 'religion' of the perpetrator(s) is of some larger consequence than that of the victims.

Pretty much. The beauty of a police state at home and an empire abroad is that there will always be someone, somewhere breaking a law or resisting the empire. The more draconian the law, the more serfs the state can rape, pillage and kill. The state will never have a lack of 'customers'. The MIC gets awarded huge contracts to come up with the latest weapon, drone or prison. It's a self-perpetuating racket of the worst kind.
